It's not "always a positive" or "always a negative," it depends on whether a or b is greater than the other.

positive - positive = depends on the sign of the bigger number

Don't try to remember rules for when it's positive and when it's negative. Just calculate it.

(-a)+(-b)=-a-b\\
a-b=a-b\\
(-a)-(-b)=-a+b=b-a
