I don't understand dilations? How are the coordinates of the new point found if it is dilated with a scale factor of 3? D;

it doesn't seem like dilations have anyhting to do with your question. as to rotations, start fro a point on the x axis that is to the right of the y axis. If you rotate counterclockwie 90 degs, you wind up on the y axis and the original point (x,0) becomes (0,x)
