what are three effects of setting up territories?

I honestly don't know if there's some "official" answer, but in every day logic I'd say that it:

Sets up an agreement between two different sides, the side that owns the territory and the side that doesn't. It essentially separates "us" from "them" I suppose. I'm not really sure what the context of this question is though.
