You probably don't want the denominator to be zero. That dividing by zero thing is considered really bad form. That tells us b shouldn't be -4. That is the place (value of b) that the function (expression if you like) is undefined.

Well, you can't divide by zero, so when b = zero the function is undefined (specifically the third term (4/b)).
