What can we do to replenish food for the endangered manatee, so they won't starve anymore and do you think it's right to let boats near their estuaries.

Manatees generally eat plants, so... if a lack of food is why they're threatened (I'm honestly not sure if this is the case), you need to think of ways to either encourage plant growth or stop plants from dying out in their habitat.
