Mosses are non-vascular plants and ferns are vascular plants, so to classify them you need to look for the group which includes both.

Ferns posses vascular tissues . Xylem , phloem whereas mosses are non- vascular plants. Ferns are nonflowering plants which don't produce fruits and seed. Ferns are vascular seedless plants.
