I guess the main goal depends on the country.
in a socialist country and free economy country we have two different aim to keep GDP.
In witch countries would you prefer to know?

It should depend on the demand I guess. But what how does the state fix this?

One of the main goals should be to keep the unemployment low, obviously. How does the state manage to keep it low, or at least try. By lowering the taxes and increasing the infrastructure? Then the GDP would increase as well.

sometimes extra employment can cause low profit for producers and Capitalist so they prefer to fired some stuffs till keep them.
