Step 1) Draw a circle Step 2) Then draw two radii Step 3) Connect the endpoints of the radii with a segment (ie the chord of the circle) to form the isosceles triangle

Draw a segments, set the midpoint, draw a perpendicular line, then draw a line there.

or just draw a circle then draw a line intersecting the circle at two places. then draw the radiuses (that right) to the center to get your issoclels triangle.
