Rational Root Theorem: What would the constant be? 0 or -31.5 or I am just missing this completely? 31.5=x^3+4x^2+3.75x?

the rational roots theorem only applies when all the coefficients are integers. So you might want to multiply everything by 4 to get rid of the decimals.

would I move the 31.5 to the other side so it becomes 0=x^2+4x^2+3.75x-31.5?

yes. and then multiply everything by 4.
