How would one say "Was it cold?". From what I understand 了 is only used when it signifies the current relevency of the topic, and as "Was it cold?" is past tense, am I correct in thinking it shouldn't be in there? Is it just 冷吗? or 很冷吗?, or is it something else

You are correct in that the first character shouldn't be used. I would say that the first phrase you have there is correct...at least I hear it more often. The second phrase is usually used if it's already been established as a thing that is cold, and you are asking if it was really cold. Ex:" I went skiing this weekend. " "Was it cold?" hope I could help.
