we live in Milky way....We obviously have a star - "THE SUN"...and there are gases too on the planets...jupiter mainly consists of gases and dust particles....hence a galaxy is made up of both...

Both - in the Milky Way we have stars and gases and dust particles as some planets are made up of dust particles and gases.

Outside of our solar system, the Milky Way has nebula that are clouds of gas and dust. http://en.wikipedia.org/wiki/Nebula So a galaxy is made up of both, stars plus gas and dust.
