Is it possible to construct a triangle with sides 4, 5, 9? If not, explain why.

no... it does not meet the conditions of the triangle inequality...

a triangle can only be constructed when the sum of the lengths of its any 2 sides is greater than the length of the third side.......and as dplanc said, the conditions are not met...
