What is the best way to throttle the CPU speed on a Linux machine? What about a Windows 7 machine?

Won't Windows throttle it enough?

I prefer to do it directly through the BIOS, but a lot of machines (notebooks and commodity desktops) don't let you set those types of options anymore :(
