No. The maximum efficiency is 100%.

You can't exceed 100% efficiency and the law of conservation of energy states that energy cannot be created or destroyed...so for the inventor's machine to do what he says, he'd be breaking a fundamental law of physics.

The inventor’s claim would be false because no machine can have an efficiency greater than 100% because output can not be more than input.
