as out of total $2250 she spends $175 for insurance $129 for utilities $283 for taxes hence if u subtractthese from her budget, $1663 is what she will be having in her hand!!!
so with $1663 she cannot buy house b and c ..as they are of more price!!! hence the answer is house A
