A confederate country can be under control & have laws therefore being orderly.

The primary benefit in the eyes of the American Southern Confederacy under Jefferson Davis was that, in a confederacy of states, states' rights take precedence over the central, or federal government > strong state governments, weak central government. This gave the southern states the right to secede, or leave, the Union, also known as the United States of America. "We just want to be let alone." (Jefferson Davis) Abraham Lincoln, the Union President, felt that states should not have the right to secede, and so fought to preserve the Union under a strong central government: "A house divided cannot stand".
