If current is responsible for magnetism, can magnetism create current?

Yes it is done when a conducting loop is moved in a magnetic feild such that flux through it changes... Faraday's Law

Yes it can, based on Maxwell equation: \[ \nabla\times\vec{E} = -\frac{\partial \vec{B}}{\partial t} \]
