..  Well,  if there is suppose to be a comma somewhere in there, it would read
She bought a red harness for her little kitten, that is the smallest I have ever seen.  I don't even think that would work, so I think the answer is That Harness.  
She brought a red harness for her little kitten.  The Harness is the smallest I have ever seen.  The word 'this' is not the answer,  I do know that.
