You should put all text and images in table cells because

it will keep your content organized & in an orderly fashion.
it will ensure that your HTML code will always validate.
it is the only way to format pages that use CSS.
text not placed in a table will not display on your web site.

Ah...none of the above? Putting text and images inside of table cells is an outdated, non-standard way of building web pages. If you're forced to choose one of those (all false) answers, I'd say the first one: keeps content organized. Although I'd strongly argue that it doesn't even do that well.
