Yes.
That is a graph of a circle whose center is offset from the origin by 6 and 4. I believe the radius would be 6 the square root of 36. Let me do some checking.
The center of this circle is located at (-6,-4) and the radius is as I thought 6. So as far as a radio is concerned, I think this is a representation of the location and coverage such as the drawing: |dw:1338474562195:dw|
