Your x coordinate is -6 and your y coordinate is -5. Substitute them into the equation to get \[-5 ? \frac{1}{4}(-6+2)-4\] and figure out if the ? is supposed to be an equal sign or not.

Yep. So it works, since -5=-5. It lies on the line. If you would have gotten something like -5=17, then it would not lie on the line.
