This sentence states that she doesn't have an evening dress. Since she doesn't have anything to wear, she can't go. Thus, this sentence is not expressing an opinion that not everyone agrees with.

The second sentence has the word 'embarrassing' in it. Not EVERYONE would be embarrassed in this case, so it is an opinion.
The third sentence has the word 'humiliating' in it. Now EVERYONE would be humiliated by their appearance.
