What are the best economical practice which can help alleviate poverty in a rural setting?

Is this a rhetorical question or specific to a particular situation? As an economist, I am not sure that there are a set of best practices, but I would assume that any of the governments farm help agencies such as the Farm Credit and Agricultural policies would help, and then there is always the basic poverty programs of Assistance to the Children of poor families, Assistance to poor families below some percentage of the Poverty line but these are not specific to rural areas alone but are general across the nation. I am not familiar with specific programs for rural poor, but there may be some from the states. wmw
