1. For developing iOS application you will need a MAC. You can alco try running a virtual machine on Your PC with a Mac OS but I'm not sure if it will work.
2. Android apps can be developed on PC. They are written in Java so You will need a  Java working environment like Eclipse (it's free and it's preferred for Android development). You will also need to download the Android SDK.

I recommend You start with android development, there are many resources and tutorials on the web for beginners .

to develop ios  first need to learn c++ and to develop  android app u need to learn java first so go on if u knows any 1 lang of them
