I believe that it is D. He says "there will be no going behind our backs" which implies that he is insecure about what people are saying behind his back. Also "dealing in a businesslike manner" gives me the impression that he is trying to be professional, even when he fears he is losing control over the Baths. I am not completely certain this is correct, however.
