This expansive federal document was passed on 1965, as a part of President Lyndon B. Johnson's "War on Poverty". He was a former teacher, who had witnessed the poverty impacts on his students. To him, he wanted something better for these children. He believed that equal access to education was vital to a child and their productive life. The commitment to have education like this, inspired the law to be passed. Now the Elementary & Secondary Education Act of 1965 is currently know as the "No Child Left Behind" and it will challenge school districts to increase efforts in improving students academic achievement. It is focusing its attention on the low-performing groups of students, which is intending to close the gap between the achievement. Now through the special source of funding, the law allowed the allocated large resources, to meet the needs of children who were educationally deprived, especially through that of compensatory programs for the poor. Now as a part of the Elementary & Secondary Education Act (Title I Funding) it has funded 1 billion dollars a year to schools with higher concentration of low-income children. Hope that helps! n_n
