Would this be a personification or a metaphor ? His legs looked like overcooked noodles.

Neither. It's a simile, a comparison using "like" or "as". A metaphor would be "His legs were noodles." (comparison using a being, aka linking, verb) Personification would be "The noodles were stretched out like legs on the plate." (an object is given human characteristics)
