I think its C. Because we know its not neutral and not acidic so it has to be either abnormal or alkaline so I am going to go with C.

Definitely alkaline, it's just another word for Basic dictionary definition: having a pH value greater than 7. Compare acid ( def. 5c ) . good reasoning, though

We first off rule out Acidic as an answer and neutral because a substance can only be neutral if it has a PH of 7. A substance can only be acidic if it has a PH of less than 7 and any substance with a PH of greater than 7 is basic, which here means alkaline. Abnormal definitely wasn't an option;)
