There are other systems that support email from a web page, it doesn't have to be PHP.  Depending on the web server, you may be able to send mail using CGI / Perl etc, ASP.NET, or others.  Ask your web admin if it is possible.

Alternatively, you can use a simple 'mailto' link, which has the obvious disadvantage that it requires the user to send the email rather than the server sending it on his or her behalf.
