Yes they can. The actual name for this is 'chromosomal crossover' or, simply 'crossing over'. This occurs during meiosis, when the exchange of genetic material between homologous chromosomes results in recombinant chromosomes. It is one of the last phases of genetic recombination, which occurs during prophase I of meiosis. I hope this helped you. :)
