What did Mr. Lash, president of the World Resources Institute in Washington, mean when he said poor countries do not need to "pass through the valley of the shadow of pollution"?

I think that it was about the problems of industrialization. Poor countries, if they chose to industrialize, would have a whole mess of environmental problems, which they wouldn't be able to fix (we're just figuring out how to fix them, and it is pricey). So I guess that would be another downfall to globalization in the Pacific Rim.
