It's not choice A "Move X to the left of segment LM on the arc.." because this would make it an isosceles triangle
It's not choice C "Move X to the right of segment LM beyond the arc." because this would make an acute triangle
and it's not choice D "Move X to the point of intersection of segment LM and the arc." because this would again make it an isosceles triangle
so by the process of elimination, it's choice B
and it turns out that if you draw the triangle following these steps, you'll actually get an obtuse scalene triangle
