Honestly I was going to say C because that's what happened to stem cell research. It could very easily be all 4, so I pick E. All of the above. This is a really vague question, since the world isn't this black and white.

If you think the US government has ever cared about what's ethical, I'd encourage you to read this article: http://en.wikipedia.org/wiki/Human_experimentation_in_the_United_States Oh, sure, they'll pass the occasional law on a hot-button issue to win a few votes, but meanwhile, they continue to allow and even fund all KINDS of research that very few people would ever view as ethical.
