If atoms act like tiny magnets why are there only a few magnetic materials?

because the magnetic moments of atoms are cancelled out by each other in many materials. Only in few, magnetic moments add up and make the material magnetic as a whole.

Most atoms are not tiny magnets. It depends on the way the electrons fill their energy levels.
