mark a point on the y axis at y = 3 - this is the intercept. the slope is 1/3 so starting from y = 3 count 3 places to the right then 1 place up mark this point then draw a line through this point and the one at y = 3.

y = mx + b TO graph this line using the slope-intercept method, go down 3 because that's the vertical shift. (0, -3) is the new origin. Then use the slope to graph the line. Go up 1 and right 3 from the new origin and plot a point. You can also go down 1 and left 3 from the new origin and plot a point. Sketch the graph from there.
