Actions Napoleon did that permitted a diversity of ideas and culture practices within the empire were...?

He instituted a number of reforms while in power such as making it so that the law provided equality for everyone which became the Napoleonic Code. Before, it was something of a mish-mash of different laws, customs, and traditions. After he was done with it, it was a unified set of laws that applied to everyone in equal measure. He was also keen on schools and established many of these for young adults to provide education for anyone that wanted it. He also made the Catholic Church the "official" church of France, but at the same time, was tolerant of other religions. He had even helped the Jews by abolishing ghettos and making it so that they were treated equally under his rule. Napoleon was a person interested in providing the same opportunities to people that he had making merit more important than birth or tradition. Napoleon very much saw himself as an "enlightened" ruler and his reforms spoke to the ideals of the French Revolution. At the same time, however, he was also the final word on what he thought was permissable.
