Let's say, acid is H2O and conjugate base is OH-, therefore their amounts must not differ by factor of 10 i.e [H2O] should not be greater or equal to 10 times of [OH-] and vice versa...

a buffer is only good so long as the ratio of acid and conjugate base are within 1 order of magnitude.
