You can put in the two points then have two equations that have 'a' and 'b' as unknowns.
\[y=ab^x\] Using point one (-3,16) \[16=ab^{-3}\] Using point two (-1,4) \[4=ab^{-1}\] From point one, a=16b^3 and from point two, a=4b. You can set those two equations equal to each other to solve for b, then you can find a.
