a.it depends on the dna polymerase action. This is because dna polymerase does editing while adding the nucleotide. If wrong base is added, the wrong nucleotide must be remove immediately, or else mutation will occur. However, there is 1 out of 10^9 chances that DNA polymerase adds the wrong base. rna fragments is for dna polymerase to bind to continue adding dna nucleotide but the rna will be removed. you need a template strand during dna synthesis and rna synthesis. The polymerase needs to know the stuff it is going to made. I hope this helps. Correct me if i'm wrong.
