activation because during this step amino acid is activated by aminoacyl-trna synthetase enzyme and added to trna. Charged trna means trna is carrying the correct amino acid.

initiation involves ribosome binding to the ribosome binding site. When they found the first codon, the charged trna is brought in. So this means the trna already become charged. During elongation, trna is uncharged because they are decharged when the amino acids formed the peptide bond.
