How does society enforce morality in law? Are there any limits on society for doing so?

OpenStudy (anonymous):

They enforce by telling good from bad, mentioning it in ways of communication, and limits are of demonstrating on you, like mugging, and limits are of harming you/ illegal ways of doing so.

Society is made of the thoughts of men. The world a man grows up in, is the world he will want imitated before him. Nobody likes change. So this man, comes into power and tries to pass laws he likes. This man goes to vote "no" to a law he doesn't like. This man, is many, thousands of Americans.
