This will be the cuticle--a waxy layer that covers parts of the plant. It protects the cell from water loss and it will even limit the gas exchange. It is made up of parenchyma cells; it can differentiate in many different cell; has flexible cell walls, and it even has metabolic functions. Hope that helps! n_n
