Well, this is simple: Doesn't this site want people to learn and STUDY?
So, why not a potpourri section that is held off with explicit rules, but the rules can still make studying fun. Point taken : 0

Well, we do want people to limit and study, but we prefer to structure that activity around concrete topics. A Miscellaneous Section really doesn't cater well to that.

It's not an issue of the Code of Conduct preventing us from doing this. We could change the Code of Conduct, we just don't believe the addition of this group would be a beneficial addition to the site.
