Do you mean actual physical chatting? or online chatting?

It's much easier to be confident chatting online because you have a certain level of anonymity, and you don't have to worry about eye contact, etc. In regards to general chatting, I would think that you would need to be confident in the language you are chatting in to feel more at ease. If you are generally shy and awkward in person then maybe consider enrolling in a sport you like, acting classes or maybe talk to a counselor who would most probably know heaps of ways you can get better at approaching someone in this world with a conversation or two. :)
