From 601SC Introduction ... Unit 02, Chapter 4 Pag 162 (4.4.3.1 XYDriver) and (44.3.2 Cascade Aproach). Those are classes to control robot. I copied the code and want to test it but I don't have the robot. Is there any way to simulate a virtual robot to test the programs? Is that the purpose of 'Soar' ?

Yes, you can try these classes with the SOAR simulator as shown in Design Lab 2 - Controlling Robots. The document '6.01 Infrastructure Guide' (in Softeare and Tolls) is very interesting to work with this simulator. Good luck.
