As far as I know, Visual Basic is a programming language by Microsoft while Visual Studio is an Integrated Development Environment software by Microsoft.

Visual Basic is just a programming language, you can just pull and drop the textbox, text, button to build a form, and write something you want to do with the buttons, Visual Studio is just IDE made by Microsoft, it's using for coding, and there're many kinds of programming languages to choose in that IDE.
