Whenever there's a problem, always check the wiring, if the switches are on, etc. before doing anything.
nice question... i agree with agdgdgd... you can sometimes forget to put statement terminators thou it sound simple but it can cause alot of troubles with your output... then check that have you include or implement important class/header files ... i attaching a file it contain all good programming practices and guide lines :)

Completely depends on what you are troubleshooting. If it's physical, check to make sure that all the cables are connected properly. If it's a software issue, check for viruses, malware, etc. It all depends on the symptoms. @annas: computer techs typically don't program :)
