The answer should b come 14, but how ?

I got it. I calculated wrong before. Let's simplify the question. Since the ratio of girl:boy is 3:1, it set there are 3 girls and 1 boy. The average is calculated by everyone point sum/number of people. 17(4)=68. Then girls's average is 18 so 18(3)=54. And 68-54=14 so that why the boy's average is 14.
