The root hairs are responsible. Why is it though? Well, consider when you walk out of the shower and dry yourself off. You can dry your body off pretty easily, but when you dry your hair, each individual strand increases the surface area of your head. Although one hair doesn't do a lot, a bunch of hair increases the surface area by a lot which is great for plants trying to absorb as much water and minerals as it can.
