You can't reduce prime numbers since their only factors are 1 and themselves. Is 17 a factor of 119? One way to think about this is, you know that 2/4 is 1/2 right? That's because 2/4 is really (2*1)/(2*2). Since they both have a 2 in them, you know that 2/2 is just 1, so you can get rid of them!

It wouldn't be \[199 \div 17\] It's stated as 17/199 so itd look like \[17 \div 199\] if anything.

What rebecca is trying to say is that 17 is a factor of 119, so you can divide 17/17=1 and 119/17=7
